State universities fill places

The 10,672 seats offered at five state universities, including the University of Indonesia, have now been filled.

Last weekend nearly 100,000 interested students across the country competed in a two-day Joint Admission Test (UMB) for the seats, and are now waiting for results to be announced on June 21.

The students will still have another chance if they fail. Coordinated by the National Education Ministry's Directorate General for Higher Education, the country's 57 state universities, including the five that held the test over the weekend, will offer seats through the National Selection to Enter State Universities (SNMPTN).

Students can apply for the selection test between June 16 and 28, sit the test on July 2 and 3 and see the results on Aug. 2.

Jakarta State University (UNJ) rector Bedjo Sujanto told The Jakarta Post on Monday there would be no difference in the difficulty of the two entrance tests.

"In fact, test materials of the SNMPTN are prepared by the SPMB Association (organizer of the UMB). SNMPTN has just been launched, while the SPMB Association has a test materials bank that is developed from year to year," Bedjo said.

Before it was split into UMB and SNMPTN, the national admission test to enter state universities for students across the country was administered under SPMB.

Bedjo said there would be no difference in tuition fees between students selected from the UMB and the SNMPTN, and that the UMB's application fee was only slightly more expensive than that of SNMPTN.

A UMB application form costs between Rp 150,000 (US$16) and Rp 175,000, while an SNMPTN form costs between Rp 175,000 and Rp 200,000.

The number of seats available from the two selection tests, however, is not quite comparable. The University of Indonesia, for example, offers 3,600 seats or nearly 80 percent of its over 5,000 available seats through UMB, but only offers 900 seats through SNMPTN.

UNJ, meanwhile, offers 1,800 seats or some 38 percent of 4,800 available seats through UMB and 1,000 seats through SNMPTN.

Both Bedjo and UI rector Gumilar Rusliwa Somantri said they preferred allocating more seats through UMB to SNMPTN because while the former used the already "proven and reliable" system of SPMB, the newly launched SNMPTN had yet to show reliable results.

In total, of the 180,000 seats that should be available at the 57 state universities, only 60,000 are offered through the two national selection tests, a decline from over 99,000 seats last year.

The reduction is the direct result of universities increasing allocations for seats through their own admission tests, which also typically require students to pay high tuition fees if they are accepted.

Gadjah Mada University (UGM) in Yogyakarta offers most of its seats through its own admission test, while the Bandung Institute of Technology (ITB) offers around a half of its seats through its own test and the other half through SNMPTN.

Many state universities also offer seats through direct recruitment of the best high school graduates in regions and through partnerships with local administrations.

What is SNMPTN?

National Selection Test is the best way to get University

Most high school students perceive the National University Entrance Examination (SNMPTN) as the best way to prove academic superiority and secure university admission, although only 23 percent actually make it to college, an expert says.

Only 90,815 of the 393,168 applicants seeking entrance to state universities have been accepted, meaning the others have to settle for private sector colleges, which are more expensive. 

""There is always a huge gap between the number of applicants and the available places. Yet passing the national entrance exam remains the best way for students to prove their academic standing,"" educationist Arief Rachman said Friday. 

He said high school students continued to take the exam even though a number of state universities offered different methods of entrance, giving places to students with high grades or to those who could afford to pay higher fees, for example. 

""Getting into university through the national entrance exam means the students pay lower fees than they would at a private university. State universities also offer higher education quality since the state controls them,"" Arief said. 

Hadi Suprapto, the head of public relations at the state-run Padjadjaran University (Unpad) in Bandung, said most students could afford to go to the university as tuition was only Rp 600,000 (US$66.66) per semester. 

""We also award scholarships to poor students, as long as they provide evidence of their financial condition,"" he said. 

Of the applicants passing the exam this year nationwide, 44,394 chose scientific studies and 46,421 chose social studies. and 8,815 places in both fields remain unoccupied. The large number of empty places this year is reportedly due to the opening of new state Islamic universities in Makassar and Pekanbaru. 

SNMPTN secretary Soesmalijah Soewondo said the committee would not hold a second exam to fill the empty places. Admission would depend on the policy of the universities, she said. 

""The universities are not required to submit a report to us on their plans to fill their places. It is possible they will remain unoccupied,"" she said. 

Hadi said that on average about 10 percent of the applicants did not register after securing a place. But, in order to avoid having empty places, the university always set a higher quota. 

Besides accepting Indonesian high school students, 129 Malaysian students were also allowed to take the entrance exam this year. Soesmalijah said this was part of a government-to-government agreement that had been running for more than 20 years. (14)

SNMPTN 2009

Seleksi Nasional Masuk Perguruan Tinggi Negeri (SNMPTN) adalah kegiatan seleksi calon mahasiswa untuk memasuki Perguruan Tinggi Negeri di tingkat Nasional dengan Pola ujian tulis dan ujian keterampilan khusus bagi Program Studi tertentu. Penyelenggaraan seleksi ini dilaksanakan oleh Panitia SNMPTN dan ditempatkan di kota-kota yang strategis dimana Perguruan Tinggi Negeri berada.
Ujian tulis Seleksi Nasional Masuk Perguruan Tinggi Negeri diselenggarakan secara serentak dan terpadu pada jam dan hari yang sama dengan soal yang sama di seluruh PTN di Indonesia, sehingga peserta diharapkan dapat memilih lokasi yang terdekat dengan penyelenggaraan kegiatan seleksi tersebut.
Proses pengolahan hasil ujian dilakukan dengan menggunakan komputer dan secara nasional. Untuk kelompok program studi IPA atau IPS setiap peserta mempunyai kesempatan memilih maksimal dua program studi, sedangkan untuk kelompok IPC dapat memilih maksimal tiga program studi yang merupakan gabungan kelompok program studi IPA dan IPS. Urutan pilihan program studi menunjukkan prioritas pilihan. Dalam proses pengolahan data hasil ujian, apabila pilihan pertama sudah penuh maka pilihan jatuh pada pilihan kedua, jika pilihan kedua sudah penuh maka pilihan jatuh pada pilihan ketiga. Jumlah calon mahasiswa yang diterima sesuai dengan daya tampung masing-masing program studi, sehingga apabila daya tampungnya sudah terisi penuh maka calon mahasiswa tidak dapat di terima.
Di dalam mengisi Formulir Pendaftaran (PDF) atau Lembar Jawaban Ujian (LJU) hendaknya peserta ujian membaca dengan teliti dan seksama semua petunjuk yang tertera dalam Buku Panduan Peserta dan Naskah Soal Ujian SNMPTN. Setiap kesalahan yang terjadi karena tidak mengikuti petunjuk tersebut akan berakibat tidak terbacanya isian oleh komputer.
Buku Panduan Peserta SNMPTN ini merupakan satu-satunya panduan dalam pengisian formulir pendaftaran maupun Lembar Jawaban Ujian. Segala bentuk petunjuk lain menyangkut SNMPTN yang bertentangan dengan isi buku petunjuk ini dinyatakan tidak benar.
